Background Information

Community Behavioral HealthCare Network of Pennsylvania’s (CBHNPs) role is to evaluate and coordinate services to assure prompt and appropriate provision of behavioral health care by local community agencies, many of which were the actual founders of the corporation. This community-based orientation is designed to assure that behavioral health services to Members are not unnecessarily restricted or inappropriately used.

From its inception, CBHNP received high praise from providers and community members for its collaborative approach in developing the regional HealthChoices program. The corporation has been described by one statewide Hispanic organization as more responsive than any other HMO or MCO. CBHNP is dedicated to maintaining its commitment to building an effective and efficient managed behavioral healthcare program by working with community members and its partners.

Capital Area
 
CBHNP is part of an unprecedented partnership with the counties of Cumberland, Dauphin, Lancaster, Lebanon, and Perry, which have formed the Capital Area Behavioral Health Collaborative, Inc. (CABHC). Working in collaboration with this group, the CBHNP program manages behavioral healthcare for over 105,000 Medicaid clients in the Capital Area who are served through the Pennsylvania HealthChoices program.

The Capital Area HealthChoices program is distinctive in several ways:

  • It features a unique regional collaboration among the 5 counties, the Capital Area Behavioral Health Collaborative, Inc. (CABHC).
  • It is centered on CBHNP, a managed care organization that was created community mental health and substance abuse provider agencies across Pennsylvania.

The Pennsylvania Department of Public Welfare contracted with the counties to provide mental health and substance abuse services (also called "behavioral health" services) for the Capital Area HealthChoices program. The counties, through CABHC, have contracted with CBHNP to provide behavioral health care in the region.

On October 1, 2001, CBHNP began managing the behavioral health care for approximately 26,000 residents of the 5 counties. Full enrollment of HealthChoices in the Capital region was reached in April 2002, when most of the approximately 75,500 Medicaid-eligible persons in the territory became active in the HealthChoices program. Today, membership exceeds 105,000.

NorthCentral Region
 
Effective July 1, 2007, CBHNP began providing behavioral health benefits in the NorthCentral Region. This partnership includes contracts with Bedford/Somerset, Blair, Franklin/Fulton, and Lycoming/Clinton Counties to provide mental health and drug and alcohol services to the 75,000 HealthChoices Members residing in these counties.

With CBHNP’s extensive experience in the HealthChoices Capital Area program, the transition to managed behavioral health care for the new counties was very successful. The goals of the Office of Mental Health and Substance Abuse Services (OMHSAS) are to improve access for Members, provide high quality services, and offer cost-effective treatment and administration through a managed care approach. They goals are met and exceeded. CBHNP provides high quality managed care services that are Member focused, 24 hours a day, 7 days a week to ensure uninterrupted coverage to the consumers of care.
