Biographies of CBHNP Leadership

Laurie Cross
Director of Quality Improvement

Ms. Cross came to CBHNP to manage the Quality Improvement Department by overseeing activities across all of CBHNPs operational departments including providing leadership to the complaint and grievance unit; evaluation of the quality of clinical care provided to Members; and the organization-wide monitoring, analysis, and improvement of clinical and non-clinical care processes. Ms. Cross also co-chairs the Quality Improvement Committee which consists of Members, providers, county personnel, and senior level staff. With almost 30 years of experience with the Pennsylvania Department of Public Welfare (DPW), Ms. Cross brings with her in depth knowledge of Medicaid operations, HealthChoices programming and implementation processes, and the administration of behavioral health services in Pennsylvania.

Ms. Cross has held management level positions with Financial Management and Administration, Medicaid Operations, and Quality Management areas of OMHSAS within DPW. As Chief of Integrated Systems Management Section for OMHSAS, she directed source funding activities for behavioral health services, participated in the development of HealthChoices financial and encounter data reporting; participated in the development of the Integrated Children’s Service Initiative; directed the development of operational aspects related to the implementation of multisystemmic therapy, functional family therapy, mental health peer support and mobile mental services for adults and participated in the development of mental health incident management reporting in HCSIS. Prior to this experience, she spent a number of years as Chief of Medicaid Operations Section for OMHSAS, directing daily operations for both mental health fee-for-service providers and HealthChoices behavioral health providers. In these positions, she was instrumental in ensuring compliance with the federal requirement in HIPAA Transactions and Code Sets for behavioral health and in implementing the behavioral health aspects of the Provider Reimbursement and Operations Management Information System (PROMISe)
