Richard S. Edley, Ph.D.
President and Chief Executive Officer
Dr. Richard S. Edley joined CBHNP in 1999 as President and Chief Executive Officer and brings to the organization over 18 years of experience in the behavioral health care field. In this role Dr. Edley oversees all aspects of operations and finance and leads business and program development activities. Robert Bickford, MBA
Chief Financial Officer
Acting as CFO for CBHNP since 2001, Mr. Bickford is responsible for all financial activities. He also oversees network operations, claims processing, and information systems management. As CFO he provides internal and external financial reporting, rate development, cash flow projections, and actuarial analysis to senior management and CBHNP partners for assisting in operations, business development, and strategic decision making processes. Scott Daubert, Ph.D.
Chief Operating Officer
Dr. Scott D. Daubert has been with CBHNP since 2003. He has held the position of Director of Quality Improvement and System Integration until 2006 when he was promoted to his current position as COO. Dr. Daubert is responsible for the oversight of clinical operations, quality improvement functions, and regional Medicaid operations. Medical Director
As the Medical Director at CBHNP, Dr. Lad leads the development and direction of all clinical activities along with quality improvement initiatives. Director of Quality Improvement
Ms. Cross came to CBHNP to manage the Quality Improvement Department by overseeing activities across all of CBHNPs operational departments including providing leadership to the complaint and grievance unit; evaluation of the quality of clinical care provided to Members; and the organization-wide monitoring, analysis, and improvement of clinical and non-clinical care processes. Vice President of Strategic Initiatives
Since April of 1998, Sarah R. Eyster has been a part of the CBHNP team. In her most recent promotion to Vice President of Strategic Affairs, she is responsible for the overall management and expansion of the CBHNP Children’s Outcomes Monitoring Program, managing specialty contracts, assisting in new program development, and coordinating training and conference activities. As the Manager of Consumer and Family Affairs, Mr. House’s primary focus is to participate in activities that define and enhance CBHNP membership in the Capital Area operation that includes five counties in Pennsylvania. Jason LaFrance has been with CBHNP since January 2003 and has a strong background in Human Resources with over 14 years in the field. As the Vice President of Clinical Operations, Ms. Norrie oversees clinical functions for all CBHNP lines of business, which encompasses Medicaid, Medicare, and Commercial products.
