CBHNP has been working with County Mental
Health/Mental Retardation (MH/MR) agencies since 1997 to provide program specific
solutions and partnerships in a cost-effective and efficient manner. CBHNP has developed
behavioral health programs, managed county implemented programs, organized county collaborative
efforts, and coordinated and provided consultation and training for a variety of public MH/MR
programs in county readiness for the implementation of Pennsylvania’s Mandatory Managed Care
program, HealthChoices and the States hybrid Fee-for-Service program, ACCESS Plus. CBHNP also
serves as an Intermediary Service Organization (ISO) for county mental retardation services as
required by the Office of Mental Retardation in Pennsylvania.
ACCESS Plus Program
CBHNP partners with the Department of Public Welfare’s ACCESS Plus Program to
ensure that all Pennsylvanians enrolled in the program have access to appropriate and coordinated physical
health and behavioral health services. The ACCESS Plus Program is a hybrid of Fee-for-Service and Managed Care
physical health delivery systems in Pennsylvania. CBHNP contracts with APS Healthcare to be the Behavioral Health partner to ensure collaboration and coordination of physical health
and behavioral health services.
The ACCESS Plus Program serves approximately 280,000 Pennsylvanians and CBHNP provides training and education
directly to ACCESS Plus staff and the community at large, and assists in the development of policies and procedures
to ensure behavioral health collaboration and coordination.
Some of the highlights and accomplishments of the partnership are:
- Developed Letter of Agreement: To be signed between ACCESS Plus and County MH and SCA Administrators
- Assisted with Letter of Agreement: For the Behavioral Health Managed Care companies as HealthChoices expansion occurs
- Provided Support and Expertise: On behavioral health issues at the Regional Advisory Committee meetings held throughout the state
- Worked with the County Commissioners Association of Pennsylvania: To promote county input and participation
- Provide Case-by-Case Consultation and Quality Reviews
- Develop Articles: For physician and Recipient quarterly newsletter
ISO Services
CBHNP is the Intermediary Service Organization (ISO) for Lancaster and Lebanon Counties. As the Vendor Fiscal/Employment Agent
for these counties, CBHNP serves over 500 families and individuals as the payment agent for Mental Retardation services.
In the spirit of Self Determination, services support an individual’s decision on how to live their lives, what supports they need to succeed, and managing their budgets. As the ISO, CBHNP provides fiscal management for these services including:
- Assuming Payroll Functions
- Managing Taxes and Insurances for the Employer
- Assisting with Completion of Required Forms
- Processing Criminal Background and ChildLine Checks
- Training Families and Employees about ISO Structure
CBHNP also works with the counties to help manage the individual budget plans. This monitoring includes matching invoicing
(dollar amounts and units of services) to the budgets throughout the program year. Monthly statements are provided to help all parties monitor the
funding status of each individualized plan of care.
Highlights and accomplishments of the program include:

- High Claims and Payroll Processing: Processed over $1.16 million in claims and payroll in program year July 1, 2006 – June 30, 2007
- Achieved high survey results from vendors and county employees
- 95% satisfaction rate on the overall services that CBHNP provides as an ISO
- 95% of individuals and families report payment is received within two weeks
- Over 95% of individual and families understand general principles of ISO program
- 100% of county staff are satisfied that problems/issues are resolved satisfactorily
