Joellyn S. Norrie, LCSW
Vice President of Clinical Operations

As the Vice President of Clinical Operations, Ms. Norrie oversees clinical functions for all CBHNP lines of business, which encompasses Medicaid, Medicare, and Commercial products. This includes responsibility for utilization management, member services, crisis services, special population management, care management, clinical support and processing, clinical administrative support, clinical management, and physician schedules. She also serves as a member of the executive management team that is responsible for business development and operations implementation and chairs of the Utilization Management Committee. Before her promotion to Vice President, Ms. Norrie was the director of clinical operations with oversight of Medicaid programs in the five counties that make-up the Capital Area in Pennsylvania and the CBHNP Medicare and Commercial program contracts. With years of experience in the behavioral health industry, Ms. Norrie brought with her strong leadership skills, direct clinical experience, and expertise in regulatory compliance.

Prior to joining CBHNP in 2004, she was the quality manager of Community Care Behavioral Health’s HealthChoices Program in Pennsylvania’s Capital Region. Ms. Norrie’s responsibilities included operational improvements, adherence to regulatory standards and clinical practice guidelines, overseeing complaints and grievances, and the monitoring of provider compliance, best practices, and quality of care issues. She also served as senior regional director of behavioral health for New Hope of Pennsylvania. Here she managed and implemented the behavioral health rehabilitation and drug and alcohol services throughout Pennsylvania. Before this behavioral health management experience, Ms. Norrie held several positions in research and direct patient care in a variety of settings as a medical and psychiatric social worker, clinical therapist, certified discrete trial (ABA) clinical consultant, and EAP counselor.

Ms. Norrie obtained a BA in Criminal Justice from the University of Delaware and earned her Masters in Social Work from The Catholic University of America in Washington D.C. where she graduated with highest honors. She is a licensed Clinical Social Worker in Pennsylvania and is certified in healthcare quality management.
