Chief Financial Officer

Acting as CFO for CBHNP since 2001, Mr. Bickford is responsible for all financial activities. He also oversees network operations, claims processing, and information systems management. As CFO he provides internal and external financial reporting, rate development, cash flow projections, and actuarial analysis to senior management and CBHNP partners for assisting in operations, business development, and strategic decision making processes. With over 20 years of experience in the managed care business, Mr. Bickford strengthens the CBHNP team by bringing with him successful start-up and operational expertise with managed care programs, extensive experience working in a regulatory environment, and first hand experience with program expansion and business development in the public and private sectors.

Before coming to CBHNP, Mr. Bickford served as CFO for HRM Health Plans, a regional Managed Care Organization in Eastern and Central PA. His responsibilities included directing and managing all financial and operational functions for two Health Plans located in Philadelphia and Harrisburg with over 80,000 members. Prior to working at HRM, Mr. Bickford was vice president of operations at MVP Health Plan for over 10 years. MVP Health Plan is a large regional IPA-type HMO and management service organization that covered 30 counties in upstate New York and Vermont insuring over 400,000 lives. Mr. Bickford began his tenure at MVP as the finance manager in 1985 and served as director of finance, director of operations, and in 1992 as vice president of operations where he directed the activities of finance, claims, customer service, MIS, contracting, and actuarial services for this rapidly expanding HMO. Before 1983 he served in several senior level positions at Lawrence Insurance Group, a large regional insurance agency and administrative services organization operating in 35 states. As MIS and Claims Manager, Mr. Bickford initiated these functions under contract with a start-up HMO.

Mr. Bickford earned his BS degree in Business Administration from the State University of New York College and has his MBA degree in Finance Planning and Control from Union College.
