Scott Daubert, Ph.D.
Chief Operating Officer

Dr. Scott D. Daubert has been with CBHNP since 2003. He has held the position of Director of Quality Improvement and System Integration until 2006 when he was promoted to his current position as COO. Dr. Daubert is responsible for the oversight of clinical operations, quality improvement functions, and regional Medicaid operations. He came to CBHNP with over 20 years of experience in clinical care, senior level management, and research in clinical and quality improvement processes.

Dr. Daubert earned his undergraduate degree in Psychology from Muhlenberg College, a master’s degree in Clinical Psychology from Indiana University of PA, and his PhD from Lehigh University in Counseling Psychology. He is also a licensed psychologist in Pennsylvania. Dr. Daubert worked as a Program Director/Psychologist for Gnaden Huetten Memorial Hospital and in his private practice for over 13 years. As program director at Gnaden Huetten Memorial Hospital, his duties focused on treatment programs for individuals with serious mental illness. This included direct service group and individual psychotherapy, supervision of multi-disciplinary staff, director of treatment team, program planning and development, JCAHO and DPW compliance, and quality management studies. During his tenure at the hospital he established an adolescent after-school program and new sites for adult and adolescent partial hospitalization. In addition to hospital practice, Dr. Daubert also had a private practice where he offered psychological services to individuals, couples, and adolescents.

Subsequent to his doctoral internship at Friends Hospital in Philadelphia, Dr. Daubert was employed by WellSpan Health/York Hospital where he served as a Psychologist II. This supervisory and direct care position required provision of outpatient psychotherapy and assessments, and clinical and outpatient facility oversight. Prior to joining CBHNP, Dr. Daubert served as the director of operations and clinical services for Quest Behavioral Health in York, PA where he led and coordinated all managed care functions including utilization management, provider relations, claims processing and quality improvement for this behavioral health managed care organization.
